You have what we call "unintuitive spacing" and "incorrect timing". I suggest you look it up at the FAQ of this site, under "Map Design Issues".

And no, this is not a copy-pasta.

The BPM and the offset are dead on,
but the timing placement is all wrong.

You've snapped the beats, but at a wrong division...

Try snapping the beats at 1/2 division, NOT 1/4. (This can be found at the top right)

NOTE:
You'll encounter some off-beats and oddly short sliders after that. Fix them!

Do all this, and you'll get a star!

I saw my friggin' mistake. I got 29,976 instead of 28,976! >.<

I take the blame. Let me get back at it by putting this map in my Coaching Phase as well.

Remove the section fail and pass from the design tab. They will work automatically without it. Blue Rain and Red Storm aren't very different difficulty-wise. Make Blue Rain easier.

Red Storm:

Breaks are too short. Try and place them at different times.
00:36:07 (8) - Lengthen by 1/4.
00:53:84 (1) - Lengthen by 1/4.
00:59:40 (9) - New combo.
01:01:84() - Put a spinner here.
01:05:18() - Replace this spinner with notes.
01:13:18 (4) - Replace with slider. A lot of vocal points like this can be improved with sliders.
01:14:07 (1) - Remove.
01:16:73 (3) - More repeats.
01:17:62 (4,5) - Remove.
01:20:73 (1) - Remove.
01:21:40 (2) - Shorten by 1/2, and move 1/2 forward.
01:31:40 (4,5) - Remove.

And I've run out of time. I'll edit the rest in later.

Blue Rain:
00:40:51 (5) - That slider doesn't sound right. Maybe let it start on the next white tick and end on the red one after the white one?
01:34:07 (5) - 1/4 shorter
02:04:73 (5) - ^
02:25:73 (5,6) - 1/4 forward
02:37:07 (1) - That spinner totally doesn't fit in there and the long break after it is awkward, too.
The spot where you ended the map was weird. Really weird.

Red Storm:
01:13:18 (4) - 1/4 longer or shorter.
02:24:295 Add a note here.
02:34:07 (4,5) - 1/4 forward.
02:34:96 (6) - That slider sounds weird.
02:41:18 (16) - 1/4 shorter or longer.
02:44:18 (1,2,3) - 1/4 forward
02:52:62 (1) - That spinner totally doesn't fit and the break after it is REALLY WEIRD.

02:05:62 (1) - This spinner seems to end at random...I guess a fitting end would be at 02:08:07 but that might make it a bit difficult. Maybe you can try replacing it with a long slider or something?
02:41:18 (3) - Not sure what the end of this is mapped to, either.
03:02:96 (1) - As above.

01:05:18 (1) - Again, this seems to end at random. Usually I'd have a more specific suggestion but I'm at a loss because this part doe
01:16:73 (3) - One more repeat.
03:03:85 (1) - I really don't want to intrude on the mapper's vision, but those spinners seem so random! I can't seem to pick an ending point for them that makes them sound good.

Yeah, but the "Waaa" keeps going on well after the slider ends, so I still don't really get where you decide to end it.

Good job on the other fixes.
