Looks harder than level 9 to me honestly. Since the timing of the notes is a bit difficult in this song too maybe lower the OD for this diff even more?
There are many hard places in this diff for beginners and i will point them out and give my opinion to it so you can think about chaning it maybe.

00:05:791 - This part right at the beginning doesnt look very noob friendly to me. The change from (5) to (46) allready seems a bit hard and shortly after in only a 16th interval the note on the first column. I think most beginners will trip here the first time on (1). Alternatively skip the stream and convert (5) to a hold.

00:20:337 - Since the release requires exact timing aswell you shouldnt use such short sliders in the easiest diff atleast i think. But generally i think they are fine. I tried it and 300max them all the first attempt.

00:25:246 - This note should be deleted. The way it is now it looks like an ascending piano pattern but this note does not sound like that it's more of a ghost note. Removing this note will also strengthen the connotation of the following notes you put.

lolcubes and myself have been going over and over and we've both settled on 1436.
Metronome resets at 62,163 as well.

If you don't mind, if you have any links to any reliable information or sites that can validate "Chord played the Impromptu" since it's under source.
Because I can't find a shred of it when I look it up.

If this is just the choice of song in the Code Geass AMV, then source should neither be Code Geass or "Chord played the Impromptu" unless of course, it is an actual thing that deserves to be in source and NOT tags.
