MP3 bitrate is too high for ranking. Downsample it to 192kbps, and maybe find a shorter version that matches your map length, unless you plan on mapping the entire thing.
Your hitsounds could use some work, at the moment it all sounds very random. You can use any hitsound suggestions as a guideline for the whole map set if you want. Also don't forget that sliders don't need to have the same hitsound for each end and repeat!
Remove commas from your tags. Tags in osu! should be separated with spaces instead.

Thank you for your modding and star. It was enormously helpful for me especially with hitsounds. Since it's the first time for me to make beatmap, I had hard time with how to use hitsounds. I followed almost all of your suggestions. And.... about mp3 file I will reupload it with 192kbps one soon. Also, dksslqj's Extra will be mapping of the entire thing so it won't be cut. I changed DR,AR,OD of the normal diff but I didn't change CS because I thought that one is OK. (actually I don't just want to make hardish normal diff. I prefer 3star normal.)
In addition, I didn't really understand this sentece so I changed a little bit just the way I want to.
01:27:716 (1,2,3,4) - Move all of these down a bit so that (1) is on the same path as slider (5). By this, I mean the slider "points" to it.

As a reminder(since this is still a WIP)
- Check your timing(Yours and dksslqj differs, use same timing for every difficulty). I personally find dksslqj's timing more accurate(140 bpm, 290 offset).
- Check notes resnapping as long as you change your bpm and offset.
- Check your storyboard: I see some random stuffs like bg.jpg as sprites which...uh, don't think you have any)
- Find a background.
- Check tags: Is Hard your difficulty? Confused at Thssy-U's post, was it a mod post? Mapping style on Normal and Hard is quite different too.
- Soft hitsound works great here.(Listen to dksslqj's Extra's hitsounds)

- 00:24:278 (1) - End at 00:27:707 sounds better?
- Between 00:19:349 (1) and 00:24:278 (1) - Kinda empty here. If it's a break, then nevermind.
- 02:40:154 (3,4) - A sudden jump. Uh.

- 00:11:419 (3) - Adjust the slider, or move it one grid left, one grid up.
- 00:15:705 (4,1,2) - Readjust the positioning here? Looks crowded, not nice.
- 00:22:421 (1) - I'd prefer two beats(The short slider looks weird), and also on 00:22:349 and 00:22:456(1/4 snapping).

- 00:38:851 (3,4) and 00:42:281 (3,4) - Looks better with curve sliders, in my opinion.
- 00:44:852 (1,2,3,4,5) - Might want to consider a Pentagon or Star shaped formation.
- 00:59:854 (5,1,2,3,4,5,6,7,8) - (5,6,7,8) is partially hidden by comboburst of slider (5) as shown in the screenshot below. Try to prevent this.
- 01:02:855 (3,4) - Similar case as above, combobursts. Try another position.

Saw a lot of improvements compared to when you initially requested for mod(When there's only Hard and dksslqj's Extra), good luck with your first map(I think?). Not starring yet due to WIP map, but feel free to ask for rechecks when you're done with your map(Just post me a reminder in my queue).

Well, you need a BG for these maps to get them ranked. Like one with Inaba in it. Just remember to stick to the size standard (800x600 standard, 1024x768 high quality).
Also, I would suggest that you cut the mp3 file to the length of the map, coz it won't be easily rankable if it is left as it is.
Oh, OK. Seen your notice.

The hitsounds could do with a bit more love and care, IMO. But the song's rather techno-ish sound effects made it rather difficult for me to really help here, sorry... :|

The kiai time here is really weird, I suggest that you delete the ones at 1:21:290 and 1:22:147, and start the kiai time at 1:22:575 instead? Let it end at 1:47:861.

0:40:575 [5] - Reduce one reverse here.
0:41:111 and 0:41:325 - Add notes at these points, with whistles.
0:46:897 [1] - Shorten this slider by 1/4 beats and move it back so that it starts at 0:47:004, to keep with the rhythm from the previous combo.
0:53:754 [2-4] - Move these 1/4 beat forwards, starting at 0:53:647 instead?
