How often do you see someone with a red name? Would I need to search specific users?

The way described by Kibbleru exclusively applies to cases when the exact same beatmap set has been uploaded twice, either by accident or by a bug in the BSS (Beatmap Submission System).

Your map will automatically move to the Graveyard section after 28 days of no activity on it and as such no longer block a pending slot.
So if your pending slots are full, just wait. There's only 3 more days to wait for you until you got 2 free pending slots again.
After your map moved to the graveyard you can explicitly delete it from the website by visiting your profile on the old website and clicking "Delete" under Beatmaps -> Graveyarded Beatmaps.
