Can't start Osu!

When I double-click osu! it gives the beginning screen and keeps reloading it. (it went black and then get back to the beginning screen and went black again, etc.)
I already re-installed and downloaded Microsoft .NET Framework 3.0
What's the problem?

I would guess something to do with graphics card or the likes. What is your pc's specs?
