Capitalize your title, and the song's called "Metal Gear Saga" by Harry Gregson-Williams.
Capitalize your difficulty names. And I think you should change L vs. Kira to something else. Metal Gear is not related to Death Note in any way.
Your BPM and offset are completely wrong. To find your offset, you need to find the first beat of the song.

Offset: 1,715? It's pretty hard to tell...

From what I'm seeing you just randomly placed notes all over the place, at anytime. That's not acceptable. You need to redo everything. Cut the hitsounds too, you're using too many.
