Basically it's a service that enables bands to create their own note charts for songs and upload them to be released for sale in the game, enabling everyone to get their music into Rock Band as DLC.

It's pretty convenient that I bought a guitar/bass to usb cable yesterday, I might try this out when it becomes available. :3

Well, I suppose it makes sense if you're getting a cut of the DLC sales, but still...

The $99/yr subscription isn't specific to this, it's the membership fee for the XNA creator's club, it's the same membership you need to submit games to the Community Games marketplace.

Also, I think what I read on the forums is that you don't need to subscribe to get access to the tools, you only need to subscribe if you want to publish. So if you just want to mess around and see how it works, you can do that.

I think this will be cool for bands looking to make an investment toward creating awareness. It will also be cool for me, as a player, to see a lot more DLC from smaller bands. The Sub Pop label has already said they're backing it, which is cool. I'm thinking that the odds of eventual Matchbox Twenty DLC just skyrocketed, since Rob Thomas mentioned recently that they'd love to be in Rock Band but Harmonix hasn't called them, and they're always into weird technology ways of promoting their band.
