This is a VERY strange error which suggests something is non-standard about your windows installation. Can you specify what version of windows you are running and whether you have some anything to customise it beyond the standard appearance?
For your information, I test osu! on a 1ghz machine and it hovers ~5% cpu. If anything, it would be your graphics card holding you back (or the drivers it is running).
