This is likely an issue on your end and nothing wrong with Bancho.

Recheck your firewall - allow TCP/UDP traffic on all ports for the osu executable and try to login again.

I got the same problem I tried reinstalling NET Framework, re-installing Osu!,turning my antivir and firewall off....
None of that helped..
