The thread title character limit is 60 characters, but the textbox lets you type 64 characters.

I think this is quirk is most likely to handle responses. "Re: " is four characters. I'm sure if Subject/thread title was handled differently (ie: thread title but no individual post subject), this quirk wouldn't be present.
