Sounds like something is messed up with your sound card. Does this happen in other games or applications which require audio?

Then quit. It is a driver/configuration problem at your end which is not actually an osu! problem.

There are definitely newer drivers than that.

If that doesn't work, reduce your primary sound output's default format (not familiar with SoundMAX software but there should be an option somewhere) down from 24 bits to 16 bits, or to a lower 24bit associated frequency like 128k.
I had a similar problem with a completely different game - there's no assurance this will fix the problem, but the symptoms were exactly the same.
