00:07:721 (1) Decurve it a bit, since all the folloing sliders arent as curvy as that one, it looks a bit out of place.
00:12:877 (3) This one could be a 1/2 slider to fit with the sound here 00:13:111

00:31:158 (2,2) Those are a bit close (nearly touching), it looks kinda weird. Making both of them a bit more curvy would be nice

Offset 211, seems a lot better

Mostly a visuals mod since the beats are set in stone

Consider adding custom combo colors, skins are notorious for setting terrible ones.

[Normal]
01:35:377 (3) - Try x:321 y:44, looked a little weird
01:54:596 - The spinner's spinning audio should fade out with the music smoothly. A couple inheriting sections as it goes along would do the trick.
01:56:471 - End the spinner here, this is where the bass really ends, and short spinners are rough for beginners.
Not much to say on normal, plays it safe for beginners and that's a good thing

No spinner start? It'd be useful to have as starting on a red tick is pretty confusing.
00:14:049 (2) - Scraping the bottom left corner is a risky action, as that's where the combo counter is. In this case, it does overlap the combo count pretty bad, you might want to map to avoid it if possible.
00:22:721 - This is a very strong beat, it'd be a waste to have it be a sliderend. I recommend converting this slider to two circles.
00:46:158 (3) - Maybe move the endpoint a little bit to the right to fit the linear motion. Endpoint at x:407 y:97 would do the trick.

01:06:539 (3) - would rather extend this by 1/2 to have it end on the same sound it is starting on. Honestly I think the sound 01:07:007 (3) - lands on is BARELY audible, more like a swoooshh that is slowly building up, so I don't really see the point of having it end on this

Honestly I think the sound 01:07:007 (3) - lands on is BARELY audible, more like a swoooshh that is slowly building up, so I don't really see the point of having it end on this - I did a rhythm mix with synth in background and the strong one, who result on this rhythm here.

You mentioned everything which was intentional in the hitsounding as issues, I... do have reasons for hitsounding this way, main reason being that the kiai is whistlespammy and the out of kiai uses them a bit more sparsely in order to draw a distinct line between those parts.
