Yup. That looks like a slider.

CLICK the note and DRAG it to the end of the slider.

My guess is your graphics card supports pixelshader 1.1 but not pixelshader 2.
I'd probably have the same problem if I tried taiko skin on my pc, since I only have shader1.1 support.

SolutionA: Use another skin that has the background part (default skin works)
SolutionB: get a better graphics card.
