Whenever I try to run Osu! it just hangs... no windows pop up, no music, nothing. It's just as if I did not run the program, with two exceptions: when I click the shortcut or executable again, it tells me that an instance is already running (it gives me a chance to force-kill the other instance, but neither option seems to do anything), and it is confirmed running in the Processes Tab of Task Manager.
