Get rid of all of your other timing sections. They're unnecessary since they don't speed up any sliders, fix any timing, or change any hit sounds. Once you get the timing set and the timing sections removed, resnap the notes, then go through the whole map and resync everything. I can't help you again until that's done.
Edit: Also, make sure you take grid snapping off and put distance snapping on. There were a lot of spacing inconsistencies in there.
