When I'm turning on OSU it appears that there is new version and i want to make an update so I'm going to updater but then something like this pop up.

Sounds like maybe vista is blocking osume, or something is going very wrong. Have you tried reinstalling osu! just for safety? It really seems like a firewall is blocking something though. Sorry I can't give any more specific advice, but all the error is saying is basically "cannot load a web page".

I installed new osu then turned update on and it's working now but sometimes there are still some errors 
btw im using XP not Vista

Hmmm try running the updater on an admin account. Same problem on my xp but when i ran it on an admin account everything was working, the updater, connecting to bancho and all the other online stuff worked.
