Any more info? Sounds like a problem on your end to me.

There's an option in the options menu named "Force tablet support" - I'm not sure what it does, but you could try it.

I turn on the tablet support, but can't find any difference in preformance.

The problem seems to be Osu would "lock-up" when I use a pen touch, so I have to tap twice very quickly to be register.

This sounds like something with the configuration of the tablet. If there are any touch-sensitive or pressure sensitive features enabled, try disabling them? I would try to set it up to be as mouse-like as possible, and make sure sensitivity is set to 1.0x in the osu! options menu (it is 1.0x by default).
