For timing, try 5,490 offset and 155.00 bpm. Then, Recalculate Slider Lengths and Resnap All Notes using the relevant editor commands.
Reduce the volume of the sound effects, that whistle can be really loud.
Your spacing is inconsistent in many ways...since this is your first map, try turning distance snap on and dragging beats around to see what constant spacing looks and feels like
